Austin P. Nakoa

PRESIDENT—THE NAKOA COMPANIES INC.
Responsible for the overall management of the organization. Initiated marketing and
estimating capabilities, administrative and accounting systems and other resource
development activities. Directly responsible for major company projects.

PRESIDENT—ENVIRONMENTAL CONTRACTING PACIFIC, INC.
Responsible for the management of an environmental contracting company and associated
corporations (Unitek Environmental Guam & ECNA-California). Directly responsible for a
$20 million cost-plus environmental cleanup project for the Air Force at Bellows AFB.

PRESIDENT—GMP CONSTRUCTION CO., INC.
Organized startup Design/Build Construction Co. and integrated the Construction
Management division from GMP Associates Inc. Composed the Business Plan, Financial
Plan, and Corporate Policies. Developed Estimating and Control Systems. Responsible for
the design and construction of the Fish Eye Marine Park--a $5 million multi-function
commercial facility in Piti, Guam. Incorporating a 225-seat restaurant, 6000sf lagoon and
three retail shops, this project produced an 11% margin and a first year profit for the
company.

DIRECTOR OF PLANNING & PROGRAMMING--GMP ASSOCIATES, INC.
Developed a Project Management System which streamlined management and control of
projects. Instituted a manpower forecasting system to balance manpower needs for company.
Personally wrote several major engineering proposals for Federal, State, City and private
projects. Outlined a new strategic plan with specific emphasis in Pacific Basin and Asian
business.

PRESIDENT--NAKOA COMPANIES, INC.
Started a multi-level corporation to provide construction management services, build
moderate size construction projects, and develop properties.

VICE PRESIDENT—CHARLES PANKOW BUILDERS, LTD.
Managed the Honolulu operations of a major Design/Build Contractor and Developer.
Responsible for the bottom line of over $250 million of projects and over 500 salaried and
hourly workers.

VICE PRESIDENT AND GENERAL MANAGER--ROCK PRODUCTS
Managed the Rock Products Division of Dillingham Corporation. Responsible for Hawaiian
Bitumuls & Paving Co.; Hawaiian Rock Products in Guam and Hawaiian Concrete and Rock.
These companies generated over $75 million in revenue. Was successful in increasing profits
through aggressive marketing, planning and management control systems.

SENIOR PROJECT MANAGER; GENERAL SUPERINTENDENT--
HAWAIIAN DREDGING & CONSTRUCTION COMPANY (A DILLINGHAM CO.)
Assumed various levels of project management positions in the Civil Division involved in the
construction of major bridge and highway structures. Constructed the second post-tensioned
box girder bridge in Hawaii. Managed a $50 million CPAF contract with the Navy--a utility
improvement project in Pearl Harbor Shipyard, $75 million Air Terminal Project in Guam;
Honolulu International Airport projects, and State Highway projects.

Responsible for the startup and management of this division, marketed and estimated several
projects. Successful on being awarded three initial projects

2004-Present FOREMAN-THE NAKOA COMPANIES, INC.
Responsible for the management of several projects including: Rehab of Sidewalks (City &
County of Honolulu); Calvin Klein (Jim Kellar & Associates), and Iroquois Point (Chaney &
Brooks-Hunt).

2000-2002 COUNTRY DIRECTOR/CONSTRUCTION SUPERVISOR-SAMARITAN’S PURSE INTERNATIONAL RELIEF
Led and organized the construction of more than 900 homes, 2 hospitals, 1 clinic, 6 high
schools, 100 water well projects and whole community infrastructure

1992-2000 FOUNDER/OWNER/PARTNER-TRUE NORTH CLOTHING COMPANY, INC.
Responsible for finding, developing, marketing, staffing, designing, manufacturing and
distributing a line of high quality outerwear and casual clothing. Organized, developed and
participated in over 200 trade shows

1986-1996 OWNER-DJ SAWCHUK GROUP CONTRACTING, INC.
Responsible for the construction of new homes from foundation to finishing. Designed and
remodeled homes and commercial space for increased function.

Richard C. Black

2005 - Present SENIOR PROJECT MANAGER—THE NAKOA COMPANIES INC.
Responsible for the overall management of various construction projects including Installationof AC Units in Helemano, Demolition of Bldg. 88 in Pearl Harbor, Installation of Fire
Controls in Ulupau Crater in MCBH and Management of OW Separators in Barbers Point.

2001-2005 PROJECT ENGINEER/SUPERINTENDENT—ALLIED BUILDERS SYSTEM
Responsible for the management of Kalihi Valley Homes- a $6 million remodel of the States
low income housing in Kalihi Valley. Also responsible for Palolo Valley Homes-an $11
million remodel of 65 apartment buildings in 52 weeks. Also responsible for Office Remodels
for Hawaiian Electric, Porsche Showroom, Starbucks and Kamehameha Schools. In 2005
started a division in the company to remodel and expand Honolulu Bakery that supplies all of
Starbucks baked goods.

1998-2001 CQC/SUPERINTENDENT-PMJ BUILDERS
Responsible for the management of several PMJ projects including the Renovation of BOQ at
Schofield Barracks—a $4 million renovation including involving multi-trade work. Also
responsible for the Veterans Admin Ambulatory Care at Tripler Army Hospital; Fire
Protection Various Bldgs. At MCBH

1995-1998 SUPERINTENDENT-STARBIRD CONSTR; BOLTON CONSTR; CONT. FLOORING
Supervise and coordinate crews for various projects including $1million Clifford Residence at
Waikii Ranch on the Big Island; Installation of Booster Pumps in North Kohala, and
management of flooring installation of Quad B at Schofield Barracks
1987-1995 OWNER-CUSTOM HOME BUILDER

Owned and operated a custom home construction company. Constructed the Playdon
Residence that won a Parade of Homes award (under $1million) and the Steven Residence
featured in Island Homes Magazine 1992
1985-1986 FOREMAN/SUPT.-EMERALD MAINTENANCE, SAND POINT IDAHO
Repair & Maintenance Work at Military Housing Fort Shafter, Hawaii. Started as a carpenter
and eventually moved to foreman and ultimately superintendent. Coordinated Subcontractors,
